Japanese GP: Sebastian Vettel false start penalty escape explained

Why the start from pole position in the GP of Sebastian Vettel was not fulfilled with a penalty, the FIA has explained.
Vettel pole, attained in Suzuka, was compromised once the German rolled forwards in his grid box even before the lights went out in the race.

Even though the car was tilted prior to the five red lights went outside, Vettel immediately lost the lead into the fast-starting Valtteri Bottas – a position that he never recovered, as the Mercedes driver secured a dominant win and the Ferrari finished some 10 seconds behind in 2nd location.
The start of Vettel was investigated by stewards deemed no additional action was demanded.
The Stewards reviewed video evidence and also the jumpstart report depending on the information from the FIA approved and provided transponder fitted to every car, read an FIA statement.
Whilst the movie shows some movement, that motion was within the acceptable tolerance of the F1 jump-start system which previously defines a leap start per Article 36.13(a) of the FIA Formula One Sporting Regulations.
Vettel himself explained:It was my error. It was worse than a bad start, it was a very poor beginning.
Would Vettel have won otherwise?
Bottas appeared together with Leclerc and Vettel – that had been diverted by his own team-mate moving – reaching that the first corner in third and second places, beyond both front-row-starting Ferraris.
Leclerc collided together with the impact forcing a lap-three pit stop and breaking the front of the Ferrari in the corner, with Max Verstappen.
However, Vettel asserted that if Ferrari had managed to maintain their benefit at the start, they would have been hard-pressed to keep Mercedes at bay.
It might have been another race when we might have been first and second to Turn One, however, it wasnt true so we dont need to argue [concerning the result], Vettel informed Sky F1. After that, to tell the truth, it might have been difficult to fight that the Mercedes off today because they were only quicker.

Nevertheless, Vettel did keep Hamilton behind in the final stages despite the world winner having fresher tyres advantage.
At the end I knew when Lewis matched that I simply had to maintain several tyres to the finish and that is what I did, explained the German driver.
I had quite a bit of pace in hand in the end however, the race against him was not decided by speed, it had been decided by defensive driving and that is exactly what I tried to perform. Play our advantage with a quicker car down the straights.
I believe we can be satisfied with this. We had an excellent morning but a good afternoon in terms of team performance in general.
